Cayo Icacos sits one nautical mile northeast of Fajardo's Seven Seas Beach, a mile-long ribbon of coral sand accessible only by boat. The uninhabited cay—part of the La Cordillera Nature Reserve established in 1980—has no pier, no shelter, no drinking water.
Every visitor arrives by private vessel or shared catamaran, anchoring in the turquoise shallows where depth averages four meters over turtle grass and elkhorn coral.
The reserve protects 31,000 acres of reef, seagrass, and mangrove nursery. Icacos itself covers 50 acres at high tide, shrinking to 38 when the moon pulls water across the sandbar's western tongue. Hawksbill and green sea turtles nest here between May and October; frigatebirds and brown pelicans roost in the low scrub inland. The Dominican government claimed the island in 1894 before the Treaty of Paris transferred it to U.S. jurisdiction in 1898. By 1975, local dive operators began running day charters from Fajardo, and the National Oceanic and Atmospheric Administration designated surrounding waters a Habitat Area of Particular Concern in 1999.
Today the icacos island water taxi network consists of licensed catamarans departing Villa Marina and Puerto del Rey between 08:30 and 10:00. Most vessels carry 20 to 45 passengers, offering snorkel gear, shade canopies, and onboard coolers. The 15-minute crossing skirts Palomino Island's leeward side before rounding Icacos's eastern point, where captains anchor 30 meters offshore. Passengers wade the final stretch through knee-deep water, gear bags held overhead. No commercial structures exist on the island—visitors bring canopies, coolers, and portable chairs, staking claim to patches of sand beneath sea grape and buttonwood. The coral shelf extends 200 meters seaward, dropping from two meters to twelve along a reef wall colonized by brain coral, sea fans, and parrotfish schools. Afternoon northeast trades arrive around 14:00, stirring the shallows and prompting most icacos island water taxi tours to depart by 15:30. By 17:00 the beach empties, leaving only turtle tracks and the low hiss of surf crossing the sandbar.
